Government imposes Rs 29.23 billion penalty for violation of mobile number issuance norms
The government has imposed a penalty of about Rs 29.23 billion on telecom operators, from April 2007 to May 31, 2014, for issuing mobile connections without proper verifications. The government has also detected around 192,000 connections issued on forged documents.
Till May 31, 2014, approximately 46.7 million consumer application forms (CAFs) have been audited by the Telecom Enforcement Resource and Monitoring (TERM) cell, of which 2.8 million were found non-compliant. The TERM cells have taken actions on these non-compliant CAFs by imposing penalties and filed complaints against cases of forgery. Further, the TERM cell also identified more than 550 illegal telecom operations during the same period.
Major deficiencies in issuing mobile connections are related to missing CAF, missing photo or document proof, subscriber's acquisition based on forged or fake documents, more than 9 connections to an individual in one service area and pre-activated mobile connections.
